Quantifying biodiversity losses and conservation gains for a transmission project
Developing a numerical framework to connect predicted bird mortality, powerline mitigation and measurable conservation gains.
I created a Biodiversity Action Plan for a major overhead transmission project, with a particular focus on quantifying the conservation measures needed to address residual impacts on threatened birds.
Translating predicted impacts into conservation action
A central component was a loss and gain framework linking predicted project-related bird mortality to the length of existing hazardous powerline requiring treatment.
I combined published collision rates, assumptions about species-specific mortality and the expected effectiveness of bird flight diverters to estimate residual losses under different scenarios. I then used background mortality rates on hazardous powerlines and the effectiveness of proposed treatments to calculate how many kilometres would need to be retrofitted to deliver conservation gains exceeding those losses.
This translated a broad Net Gain commitment into a tangible intervention that could be planned, costed and refined through monitoring. The framework also accounted for potential losses associated with disturbance or removal of raptor nests.
Developing species-specific PBR thresholds
I also developed Potential Biological Removal (PBR) estimates using population and demographic information, then derived precautionary project-level mortality thresholds to guide management.
These thresholds were linked to an adaptive management framework, defining when monitoring results would trigger investigation, additional mitigation or compensatory measures. Zero-fatality objectives were applied to particularly sensitive species and where demographic evidence was insufficient to support a numerical threshold.
The value delivered
The plan provided a quantitative basis for sizing conservation interventions and responding to observed impacts. Predictions and assumptions were made explicit, with monitoring designed to refine both the estimated losses and the measures required to deliver Net Gain.
